Native Andeans rights and territory

In Peru after the Agrarian Reform of 1969, some of the rights over Native Andeans' land were granted. However, the Peruvian state still keeps the rights over the territory. If the Peruvian state finds silver in the mountains that is part of the territory of a community, the community has to allow the state to exploit. Because accroding to the law the state has the right to exploit it for sake of benefiting all citizens. However, those live in the community ussually get excluded from the benefitis that the state claim to secure for the well-being of their subjects. Most members of the community get evicted from their land, get pushed to move to regional cities, encreasing the number of citizens without employment since the state doesn't provide alternative to those being expected from their land.
